24 or 25 times every second editors have the chance to cut or not cut.  Good editing is less a surgical process of removing the bad bits and more like sculpture where the editor intuitively molds and shapes shots to create scenes, and scenes to create story.

Telling the story of a young girl fighting to make her way in 1850s London is a different edit to contrasting the chaos of the city against the spirit of the bush.
